The issue of costs or budget availability
is the compromising factor in resolving the potential
for conflicts between the two prior issues of the desired level of protection
coupled with the appearance or the aesthetic
result.
In other words, "anything is
possible", but how / when is it to be paid for?
It is important to ensure that the total
cost is anticipated in the preliminary stages of quotation
acquisition. In addition to the actual cost of the barrier product, whether purchased or fabricated on site, there may be freight,
placement, equipment rental, utility modification,
clean up, or other related expenses.
In some cases there might be alternate
approaches:

Recondition, refurbish, or cover
existing unsightly barriers.

Initiate an "evolutionary
plan" where the perimeter is progressively covered or where the entire
perimeter is covered with something that can evolve to a higher level of
protection over time.
